Remove fees from a re-order

Hello,

I need some help and guidance on this issue I'm having with my site. I charge a "setup fee" based on answers from a user (usually every order) when they order a product: https://www.screencast.com/t/gfrf4KUOVE

However, I have installed a plugin called "Repeat Order for Woocommerce", which allows users to click "order again" for their orders in their account: https://www.screencast.com/t/nRwYpqaRh

The problem now is that when a user uses the new "order again" button and re-orders an order, they are still getting the "setup fee" included since it was included in the last order. I want to exclude that setup fee from occurring if a user uses the "order again" button. How can I do that?

Also noting that I am capable of writing PHP and JavaScript code in order to get this done.
